Senate deadlock blocks bipartisan data center infrastructure cost bill over enforcement disagreement.
A bipartisan effort to prevent AI data centers from shifting infrastructure costs to regular electricity customers stalled in the Senate after Sen. Martin Heinrich blocked passage of the Ratepayer Protection Act.
The House had approved the measure 417-3, but Heinrich argued the bill lacked sufficient enforcement mechanisms. The core dispute centers on whether states should merely consider cost-allocation standards or face federal requirements.
Heinrich's competing proposal would give FERC greater authority in establishing rules for large electricity users to pay grid connection costs.
